摘要：
The article describes a system of two models of optimization of the development of water management of a region and discusses the mutual coordination of their solutions. Both models are static, deterministic, and intended for the first stage of water-management planning when developing a multipurpose water project. A two-stage sequence of planning the development of water management of a region is used.
