Water is for life and the community has the responsibility to ensure its quality, sufficient quantity, and affordable costs at all times. This obligation can be fulfilled if proper planning is undertaken and financial means for realization of the plans are made available to water supply authorities. Water supply authorities and consulting engineers should exert all effort to maintain and upgrade water distribution systems.
