PennDOT's Highway Safety Improvement Program has progressed from a study program in 1967 to a full-scale construction program with federal aid being used to implement improvements at identified high accident areas. The program has four distinct stages: the identification of hazardous locations, study of the identified location, implementation, and evaluation. The article reviews various aspects of the safety program and its implementation.
