摘要：
The objective of course is to study the package of interconnected man safety problems when the society passes to stability and to adopt quantitative estimations of safety measures. Scientific researches into the efficiency of complicated technical systems are the theoretical basis of course. All the safety problems are shown to share common properties that enables the problems to be formalized and analyzed in terms of the operations research theory.
