This paper reviews the problem with digital transmission which is bits. The author also examines the changing nature of the communications media and argues that it will be the customer who must decide which bit he wants and don't want. This is also about the Bit Police or telecommunication regulation on bandwidth control. With the FCC increasing the allocation of current TV broadcasters, small and medium range users complain that the bandwidth rich only gets richer and that maybe in the end, all these bits will be deregulated.
