The test program calls for the concept of less than graduated greater than experimental work as much for reasons of physical safety as for the need to limit the technical risks. To this end, the work is divided into three main stages and each stage itself consists of a logical succession of operations on the basis of the principle of never starting a new operation until it can be performed under the right conditions, that is with a minimum of technical risk and with a guarantee of safety. It these conditions are not met, the process is interrupted for essential adjustments. The stages of the tests follow one another without any interruptions other than those possibly necessitated by such adjustments. Such a continuous and rapid procedure covering all the disciplines involved leads, on the one hand, to rapid progress with the program, in spite of the magnitude of that program, and on the other hand ensures the best conditions for hastening the perfecting of the rolling stock.
