An energy monitoring and control system (EMCS) is a sophisticated computer-based system designed to provide centralized monitoring and control over geographically distributed heating, ventilating and air conditioning (HVAC) equipment. The EMCS involves the specification of complex software programs which provide the required control strategies to converve energy. Guidelines have been written to aid in writing specifications, but no adequate means exist to objectively test the installed system software for proper operation. This paper describes a project to develop a transportable testing capability which would allow government officials to verify the proper operation of EMCS energy conservation software, referred to as applications programs.
