The incoherent scattering (IS) radar has been used as one of the essential means of atmospheric observation. The system error in the observation of scatterers which are continuously distributed with fluctuation of refraction index (or dielectric constants) is analyzed. As far as the system error is concerned, the correlation function method (CFM) is advantageous over the filter bank method (FBM). Since the received power is dependent on the pulsewidth, the altitude resolution and the observation time resolution cannot be chosen independently. The altitude and time resolutions can be improved by measuring the number of pulses or the pulse compression rate. Equations including these relations are derived. It is possible to select the optimum observation method based on these equations. When S/N is high, the pulse compression method is not effective. Conversely when S/N is low, the time resolution can be improved by a combined use of the FBM and CFM. Finally the case of the limited average transmitting power is discussed.
