Preliminary design is a basic process for agricultural construction projects funded by the government. Authors analyze the existing problems in the design files, so as to study the relative base of documents, confine the kinds of projects that need design, discuss the components of preliminary design file, present the requirements on the content, depth, quality, budget, etc of files, and give out the direction and demand to improve the design work for agricultural construction projects supported by the government.
