The study of the relationship between quality assurance personnel and quality of public construction project by using statistical inferences

For years, the public construction projects have played a leading role in promoting Taiwan's economy. For the purpose of improving construction quality, the public construction committee of the government plans to lower the recruiting threshold, meaning the specific contract price that contractor has to hire the full-time quality assurance personnel, from NT$50 million to NT$20 million since July, 2012. However, both the effectiveness of quality assurance personnel on construction quality and the theoretical background of the aforementioned recruiting threshold of quality assurance personnel are still in question. Therefore, the present study first collected actual public construction projects, 2,395 cases, from 2011 to 2012 and verified those data by rigorous statistical methods such as independent samples T-test and analysis of variance (ANOVA). The research result places sound foundations for setting recruiting threshold of the quality assurance personnel as well as provide references for policymaking of the public construction quality policies.
