Team decision problems arise naturally in international environmental regimes. In particular are when various contries whose decisions all affect the global environmental process share common goals but has different information on the state of the system. Hence, they are uncertain about the effectiveness of their own policy controls. Prior information is needed on the relative probability of the initial states to help find the Bayes' policy with respect to the initial states.
