China is in a stage of rapid development of urbanization. Constrained by the resources and environment carrying capacity and in order to achieve our development goals, to honor our solemn commitment to the world, China must take the low-carbon path featured with low resource consumption, little environmental pollution, and overall efficiency high green. To promote low-carbon urban development and build top-level design of a low-carbon construction, central ministries have issued a series of policies and regulations. © 2016, Springer-Verlag Berlin Heidelberg.
