U.S. Policy Restricts Publishing by Scientists in Countries under Trade Embargo

摘要
The U.S. Treasury Department has decided to restrict publishing by researchers in countries under the trade embargo. Institute of Electrical and Electronics Engineers (IEEE) has prevented its engineers in Iran from viewing its journals online, issuing e-mails, displaying IEEE logo and has stopped editing research papers written by them. According to the IEEE policy, editing would be considered a service for these engineers. Under the new regime, a license would be required by the institute to edit the research papers.
