The integration of large-scale wind power into the grid exacerbates the problem of uneven distribution of inertia among different regions, which brings challenges to the frequency security defense of multi-regional systems. This paper proposes a two-stage risk dispatch model considering the uncertainty of wind power output and the dynamic safety of multi-regional frequencies. The first stage is based on the conditional value-at-risk theory to synergistically optimize the operation cost and operation risk of the multi-regional system, and obtain the acceptable safety boundary of wind power. In the second stage, a multi-regional frequency dynamic safety check is carried out under severe wind power scenarios. The reserve capacity is decoupled into non-accident reserve and accident reserve, which are respectively nested in the two-stage model to achieve a clear solution idea. Finally, the two-stage optimization problem is solved by the column and constraint generation algorithm. The simulation verification of an example shows that the proposed model and method can effectively improve the frequency response capability to the multi-region system and ensure safe and economical operation. ©2023 Chin.Soc.for Elec.Eng.
