Exclusive: Smart motorways still not passing safety test

摘要
One in four stopped vehicle detection (SVD) installations on all lane running (ALR) smart motorways failed to meet National Highways’ core performance requirements when re-tested last year. The government-owned company has declined to disclose how many of the 21 individual schemes that were tested have officially passed into 'business as usual’, i.e. permanent operation.
