This article departs from the definition of autonomous vehicle (AV) and goes on to consider policy implications related to this technological evolution. AV diffusion over time will be influenced by citizens? travel behaviors. If AVs are trusted and deployed successfully, in addit ion to promising positive impacts, an increase in congestion is expected. © 1988-2012 IEEE.
