Job skill training for re-employment of the older workers: a scoping review

Recently, the number of older workers has increased significantly. For this purpose, countries have adopted policies to improve the employability of older adults. One of the important issues in this field is the job skill training of older workers. This study aims to systematically identify and summarize the job skill training schemes developed for the reemployment of older workers, and provide a comprehensive understanding of the domains of job skill training in the existing literature. We conducted a scoping review according to the Joanna Briggs Institute guidelines. A systematic search of Eric, PubMed, Embase, Web of Science, Scopus, Cochrane, and Google Scholar was done. Based on 19 articles from 1991 to 2022, eight job skill training schemes were found including Chiba's reemployment training program, Silver Human Resource Center (SHRC), Senior Community Service Employment Program (SCSEP), Targeted Initiative for Older Workers (TIOW), Talent 55+, Senior starter kit, Older Paraprofessional Training Program (OPTP), and Stages demise a niveau/catch-up training (SNAM). Moreover, we categorized job skill training domains into laws, financing, organizations, methods, human resources, and training topics. Finally, a knowledge gap in this field was identified and suggestions were made to improve job skill training schemes both for executive agents of job skill training including Technical and Vocational Training organizations, and for future research.
