Water sufficiency in Hidalgo, Mexico: a vision from the Human Right to Water

摘要
The state of Hidalgo has the largest number of wastewater discharge points for agricultural purposes and, in combination with the gradual contamination of rivers and streams due to the scarce regulation in this area, it could become an entity that increases the number of households without sufficient water supply. The objective of this work/ paper was to quantify the affordability levels that guarantee the Human Right to Water (HRW) in the households by estimating proportions of water supply reaching households, quality and expenditure, using institutional data -national, state and municipal-, including those issued by water operators. It is concluded that households are vulnerable to HWR because they spend more than 3 % of their income on its acquisition. Finally, strategies and lines of action in terms of local public policy are recommended to minimize this problem.
