摘要
The digital transformation of government agencies is a relatively recent process, but one that has not appeared out of nowhere. We have reached this point after a long history of the use of Information and Communication Technologies. This article aims to provide an overview of the process leading from the first experiences of administrative IT up to the present situation, with all the impacts that have arisen as a result of changes in legislation and European policies. In addition to the public agencies and bodies, this development has also affected the public and companies alike and has had particular consequences on these latter in different areas such as electronic notification, invoicing or public procurement, which shall be considered in the last section of this article. © 2019 Colegio de Ingenieros de Caminos Canales y Puertos.
