MULTI-CRITERIA DECISION MAKING METHODS FOR DETERMINING APPROPRIATE HOST COUNTRIES FOR SYRIAN REFUGEES

摘要
After the civil war in Syria in 2011, Syrian people had to immigrate in groups massively to the other countries. One of the general principles, which guarantees the life of immigrants and asylum seekers and provides not be sent back to home countries, is non-refoulement principle. Although this principle has been mentioned on international agreements and protocols, its affects are not seen real life. In this study, the problem of determining the most suitable country for Syrian people is approached within the scope of fundamental human rights. The sets of alternative countries, which is limited with 46 countries, are evaluated according to 7 criteria. In determining criteria, Analytic Hierarchy Process and Entropy Method are used. While TOPSIS method makes analysis according to distance of alternative values the analysis point, GRA makes analysis using grey obscurity factor. As a result of the study, 4 different alternative sets of countries have been determined depending on the weight and methods. Additionally, the similarities and differences between these groups are interpreted with their reasons and results.
