摘要：
This case study in a child protective services division focused upon workers', supervisors', and administrators' varying assessments as to workers' capabilities for participation in decision making. Supervisors and administrators believed that workers participated more than workers thought they did. Workers desired more participation, and the levels desired were similar to the levels supervisors and administrators thought them capable of. Administrative decisions were seen by workers as crucial to service delivery. Preliminary suggestions for increasing participation in decision making are presented.
