Proposal for a model to assess the transparency based on accessibility to basic documentation on local public management

摘要
The present work introduces, as a precedent and a proposal, a standard measurement instrument as a quantitative basis for assess access to basic documentation to evaluate the public management of a mayor's office in Venezuela. The tool was developed to Bachelor's Degree in social communication, Journalistic investigation report: Transparency in access to basic documents for the evaluation of public management in the mayor's office of the Valera municipality (Segovia, 2016). Indeed, we will research its variable map and items to argue how and why it provides a national academic and journalistic precedent strategically developing as quantitative instrument to support it that was a descriptive analysis of accessibility for assess the municipal management. After all, it is a simply adaptable model for evaluating public or private administrative transparency, useful for both academic researchers and citizens.
