摘要：
Comprehensive budget management is refers to the use of budget of enterprise internal departments and units involved a variety of financial and non-financial resources allocation, assessment, control, easy and effective for the production and operation activities of the enterprise organization and coordination, and then complete the stated objectives of the operation system of management system. By analyzing the main characteristics of the construction industry in our country, and the key points of comprehensive budget management and application are discussed.
