摘要
Total Quality Management (TQM) is rapidly shaping up as the managerial wave of the 1990s. The authors examine TQM as a philosophy of management and the potential benefits and pitfalls of its application to human service organizations. The conclusions are that, on balance, TQM is more in keeping with the traditional human service and social work values than most past managerial waves have been.
