In this article the problem of compliance of the amateur and administrative beginnings of the interaction of municipal authorities and a local community demanded by social and administrative practice is set. According to the author, it is necessary to depart from extremes in the treatment of local community and in the mythological understanding of local government. The local community is considered on the basis of social settlement and sociocultural criteria. The author presents a sociological explanation of the need to optimize interaction of municipal authorities with local communities through search of a measure in use of the amateur and administrative beginnings of local government. The author specifies the need of formation of mutually advantageous forms of interaction and improvement of administrative and amateur interrelations at the grassroots, municipal level. The urgent problem of the distance of municipal authorities from needs and requirements of the population, their topical problems, which reduces political and social activity of inhabitants of the localized territories and slows down civil society formation, is emphasized. The authors prove that in situations requiring concentration of municipal employees' attention on burning issues of local territories, their sustained efforts and professional competence, it is necessary to use a mobilization management mechanism of interaction with the public. The article describes the model of this mechanism, which includes such units as: the structure of the mechanism, its functions, transition to mobilization of community initiatives, direct interaction with the local community based on civic initiatives. The authors note situations of social tension, mobilization readiness, and also actual mobilization situations demanding direct joint efforts of authorities and inhabitants. The focus of the interaction is made on the identification, selection, support of citizen initiatives and the need to stimulate initiative through mobilization management mechanism, which is demanded in the transition of local government from the administrative and paternalistic style of relationship to the active partner management style. The authors note that sociological support of municipal efforts when forming the mobilization management mechanism optimizes interaction of municipal authorities with local communities. Development of this mechanism is considered as the criterion of professional competence of municipal employees and way of overcoming bureaucracy at the level of local government where the administrative beginnings dominate over the amateur so far.
