摘要：
The present article is devoted to the review of problems at the organization of financing of new subjects of Russia. This problem is extremely important both in political, and in economic aspect as defines ability of the state to provide financing of the social and economic functions without damage of economic safety of the Russian Federation. However, now in the course of financing of expenses of new subjects completely there is no transparency and validity. The public from messages of mass media learns that the state in full fulfills obligations to citizens not only the country, but also gives strong support to refugees of the next Ukraine. This work analyzes structure and possibilities of again attached territorial subjects of the Russian Federation and as investigates sources of their financing and efficiency of their use.
