摘要：

There is a close link between democracy, civic virtue and social rights. These rights will encourage citizens to become actively involved in public affairs and to commit to the future of their community. This in turn will enable the construction of a genuine democracy, in which citizens have a real opportunity to influence decisions of public authorities, and as a result these decisions may satisfy the common good - the good of all-.
