摘要
The process of designing action plan is an active and participatory process where the society determines and prioritizes the problem using local resources and potentials and local people take the responsibility for the solution. It aims a process where rural people analyze local potentials and problems, share knowledge, produce joint ideas and plan and conduct the action towards the solution of the problem. The present study that includes planning and application of the process explains the design of a holistic action plan process methodology with a participatory approach and based on the potentials and problems determined at the field. It reflects the experience of the application process particular to the selected settlement and the assessment of the effectiveness / adequacy of this process. Discussion of the factors that affect the success of this approach that defines the action steps towards the achievement of strategical goals, participatory, resource-efficient, society-directed and with measurable measurement standards and its effects on the society would guide future experiences.
