摘要:
In this article, we will describe the Cultural Program in neighborhoods with the objective to deepen in the cultural policies, their managements and the activities that in him are offered. Also, we visualized the ambiguity whereupon the state has crossed the political transitions through the culture and as the cultural centers have been satisfied as spaces of public encounter for the construction of identities, or from the political militancy (1984-1989) like of the cultural participation of the middle class (at the present time).
