摘要：
Deciding where to locate a municipal sanitary landfill is a difficult problem in which qualitative criteria compete with quantitative economic and engineering criteria, in a process that is highly political and emotional. In this paper, we develop a decision modeling procedure, based on the Analytic Hierarchy Process (AMP), that can be used by public sector decision makers to locate obnoxious facilities. We demonstrate the applicability of our procedure in an analysis of a recent decision to locate a landfill for the City of Edmonton, Alberta. Canada. © 1991.
