Modern school education is to solve a lot of problems. The most important is forming students' readiness to engage in life-long learning as well as forming various competencies: research, informational and project. Modern libraries actively help in solving these problems; their activities are aimed at both collection, storage, interpretation and reproduction of socially relevant knowledge, and timely provision of data in response to training, educational, professional, educational and recreational needs of readers. Resourcebased approach that involves strategic analysis of the organization, its specific learning resources in the context of improving the competitiveness and social relevance allows rating the diverse activities of a modern library designed to promote the goals of schooling. Researchers of various aspects of educational activities pay a lot of attention to the formation and use of information resources in the secondary school. These resources are a set of electronic documents or other information on readable media, numerous collections and arrays of traditional paper documents stored in information systems and resource centers. A modern rural library is an effective resource that promotes education in such areas as local studies, legal education, introduction to reading, formation of information culture, aesthetic and patriotic education. Rural libraries realize their resource potential in the following way: assisting in the selection of books for preparation to classes; searching remote network information for writing reports, papers, self-education; organization of thematic exhibitions and educational shows of popular and art books; having media classes on topics studied at school; compiling bibliographic literature reviews, appropriate work programs; conducting quizzes and contests covering certain aspects of school material; holding library lessons to effectively process and interpret information, to successfully learn the material. The subject of the research in this article is municipal rural libraries of Tomsk Oblast viewed as an information resource that facilitates the process of learning in secondary schools. The use of the resource approach to the analysis of libraries is geographically limited to Verhneketsky, Teguldetsky and Chainsky districts of Tomsk Oblast. The source basis of the study is the materials of analytical reports on the activities of the municipal rural libraries in 2013-2014 that characterize the current state and actual trends of the library activities. The study found that modern rural libraries are current and future educational resources used effectively in the learning process of students.
