ABOUT THE INDICATORS CHARACTERIZING JUVENILE DELINQUENCY IN THE RUSSIAN FEDERATION

Offences and crimes can be referred to the most serious socially significant problems of modern Russian society. Traditional and modern contradictions in social development together with the decrease of juvenile population in the country have essentially increased their criminogenic influence on juveniles. Crime statistics shows the decrease of absolute indicators of juvenile delinquency in the country during the last years though both statistics and researchers point out negative tendencies in juvenile delinquency in Russia. The structure of juvenile delinquency is characterized by the increase of the percentage of violent crimes and illegal drug trafficking, the proportion of recidivists, the proportion of the number of crimes committed by one person, the proportion of juveniles at the age of 14-15 etc. Data analysis of the number of: administrative offences, juveniles having preventive records in youth divisions of the Internal Affairs bodies, materials directed to juvenile affairs commissions, juveniles drinking alcohol etc. shows that the number of negative forms of deviant behavior of juveniles in Russia is not decreasing. The results of the research done in our country remain bleak since they show that the total number of minors having records in youth divisions of the Internal Affairs bodies for the commission of socially dangerous acts is not decreasing alongside with the number of minors whose misconduct is heard at the sessions of juvenile affairs commissions. Moreover, many researchers emphasize the increase of the number of juveniles who demonstrate aggressive behavior while studying in educational establishments. The number of those who do not attend educational establishments for no good reason and, thus, are out of the sphere of positive social control is steadily increasing. Juvenile delinquency (6% of all the registered crimes in Russia) shows the existence of negative tendencies which are worsened by the complex of unfavorable social consequences. Taking into account the existing countermeasures, we consider juvenile delinquency one of the most important social and legal problems in Russia.
