摘要：
The Neapolitan Constitution Project of 1799 moved away from the French constitutional model of year III in various aspects. Its original characteristics reflect the political culture of Neapolitan republicans. This paper consist of an attempt to analyze, interpret and understand historically the regulation of political rights delineated by the Legislative Committee, under the leadership of Francesco Mario Pagano.
