摘要：

In this article the author attempts on the basis of a brief analysis of law-making and law enforcement to identify problems of practice interpretation of the law. The author describes one of the possible solutions to the identified problems and stresses that misinformed the legal understanding of law and legal phenomena will occur only when the enforcers learn to perceive the legal material comprehensively.
