This new project has been initiated within the COST framework. This report outlines the reasons, the approach and the activities which resulted in the proposal of the project. The original document (Annexe 1) shows the aims, the subject matter and direction of the research, and the organizational structure of the project. The purpose of this article is (besides the official channels which are available to National COST Coordinators) to provide the scientific community with the opportunity to see the project proposal, since they have the opportunity to take part in it.
