DISSEMINATION OF PUBLIC POLICIES AND GOVERNMENTAL PROGRAMS AT SUBNATIONAL LEVEL OF GOVERNMENT

摘要
In the last decades, the local government in Brazil passes through a transformation process set by new atributes and responsabilities in the introduction of public administration innovation. Beside it has an expressive number of researches and papers focused in these transformation analysis, there is still a neglected dimension by its literacture. This is the process of dissemination of public policies, innovative programs and new forms of public management, the process by which an innovation is "reproduced" at other locations, or, seen from another perspective, the process by which a municipality is based on earlier initiatives in other locations. The goal of this study is to examine the case of spread or diffusion of innovations at the local level of government by discussion of the factors that contribute to the dissemination of policies, programs and innovative forms of management.
