摘要：

This paper compares the costs of reducing CO2 emissions in the UK and Germany and determines the value of cooperation in reaching a 20% CO2 reduction target. We use a methodology which incorporates both supply- and demand-side options, combining a linear programming formulation of electricity supply with an econometrically determined demand function.
