Scope of State Responsibility Against Terrorism In International Law Perspective; Indonesian Cases

The rise of terrorist act globally has been signed by the World Trade Center (WTC) Building Bombing in the United State of America (9/11 Tragedy). One of the issues raised is to what extent state responsibility towards terrorist acts that was happening in territorial of a state which causes victims of its citizens and foreigners. In Indonesian context, the implementation of state responsibility is subject to international conventions ratified and related national instrument. International law has recognised responsibility to protect principle as well as state responsibility to maintain its security and human rights.
