In his latest book on labor law, William Gould advocates substantial changes be made to the National Labor Relations Act (NLRA) in order to strengthen and revitalize it. Professor Gottesman and Mr. Seidl here analyze Gould's book in light of his stormy confirmation as chairman of the National Labor Relations Board (NLRB). The authors explore why some academics face difficulties in front of legislative bodies and why those legislative bodies fear so many academics. Finally, the authors assess the viability of Gould's proposals-and indeed, of the NLRB itself-in today's political climate. They conclude that significant departure from the current promanagement regime under a weak NLRB is exceedingly unlikely.
