摘要：
The evolution of an electric double layer produced on nonstationary emission of electrons from a metal into a dielectric medium is considered. The parameters of the electron cloud and their time variation are determined. The problem of the efficiency of conversion of the double layer energy into that of electromagnetic radiation is considered.
