Brief discussion of UN ESCAP'S new Human Resources Development Programme. Author points out lacunae and suggests ways in which social workers can work towards social change at the grassroots level. He points out the need to indigenise social work curriculum and presents a detailed curriculum for a course on Human Resources Development.
