摘要：

Computer Communication infrastucture has become of strategic importance for the Developed World and particularly for Developing Countries (DC). DC economies are confronted with tough international competition and thus need to provide their business environment as well as their scientific and technical community with an up-to date and efficient communication systems. In this paper, we first review some major characteristics and specific needs of DC that must be considered when choosing a communication system. Then we outline a strategic approach that takes into account short-term and longterm actions. Finally we consider issues related to local hardware and software industries as well as training.
