摘要
The article examines the correlation of forces between the government apparatus and civil society in the municipality of Tijuana (Baja California, Mexico). Through a Gramscian framework centered in the concepts of integral state and hegemony, we examine the role of non-profit organizations in moments locally identified as crises. We argue that border civil society operates as a state’s integral organizer, buffering the impact of the United States’ policies of deportation, immigration, and asylum by assisting and managing groups stranded or/in transit at the border.
