Towards Telemedicine Services for the Arctic Regions of the Russian Federation

摘要
The aim of the paper is the formation of a system of telemedicine services on the territory of the Arctic area of the Russian Federation, taking into account the specific features of this region. The development of the possibility of providing remote medical assistance is one of the priority areas within the strategic planning of the Government of the Russian Federation. Implementation of telemedicine technologies is the most relevant for remote and hard-to-reach regions, including the regions of the Arctic area. In this paper, the telemedicine system is considered as a set of services, in the framework of which the requirements are to be set first at all, taking into account the specific features of the regions of the Arctic space. A set of top-level services with indication of the advanced information and communication technologies being implemented is offered. Also, the most characteristic diseases for the inhabitants of the regions of the Arctic area are analyzed in order to offer the most relevant telemedicine services for implementation.
