摘要
In 1999 Kenya moved from an MOH model of HIV/AIDS prevention to a multi-sectoral National AIDS Control Council (NACC). In the introduction of the NACC, many hurdles have been faced in its legal status, capacities, responsibilities, functions and sector roles.
