摘要：
In the event of a nuclear accident, the local authorities are required to take actions for the protection of the population. However, as concerns the regions near the border, the passage of a radioactive cloud will not stop at the state border and several states and their rules are concerned. Furthermore intergovernmental conventions have led to the exchange of information between these states.
