摘要：
By it's nature, university is a knowledge-based organisation. Today, when every country is developing the knowledge-based society, the academic institution has a vital role to accomplish this purpose, as universities' main aim is to develop knowledge. In a global world where information and communication technologies make the rules, the governments have to give a special attention to the improvement of higher education models.
