摘要
The formation of China's national governance system has gone through a long and complicated process. In this process, the original administration has been transformed into governance. With the advent of the internet age, there arise various new problems such as the reintegration of the private and public sectors, accelerated shift of national security, increasing public risks and constantly intensified social conflicts. The state should retain its dominance in governing cyberspace and conduct necessary regulation on society to achieve balance and coordination in terms of governance structure while the society plays an important role. It is clear that cyberspace governance primarily refers to state governance with pluralistic participation under the party's leadership with multilateral interaction and different measures. National governance capacity can be improved by adopting the basic, penetrating and interventional governance measures in the utilization of soft and hard resources.
