A method for evaluation of controversial project proposals for basic research

摘要：
In this paper, we propose a method for selecting projects which are controversial. The method is based on the concept of a controversial degree. This method has been successfully applied to choose research projects in the fields of management sciences by the National Natural Science Foundation of China since 1997. It has shown that the method is a useful tool methodfor evaluation of controversial project proposals.
