HEALTH SYSTEM PERFORMANCE EVALUATION FRAMEWORK WITH AN EMPHASIS ON HEALTH PROMOTION OF VULNERABLE GROUPS IN IRAN

摘要
Introduction: The aim of this article was to identify the factors influencing the health system performance evaluation, In order to protect and promote health of vulnerable groups. Materials and methods: The current research is a descriptive-analytical comparative study. The statistical society includes 419 scholars in health system. After reviewing the theoretical literature, 6 variables have been assessed in the form of the research model. This study's tool is a questionnaire to evaluate the health system performance with an emphasis on health promotion with the reliability coefficient of 0.94. Data analysis was done through the statistical technique of finding the model of structural equations using LISREL software Results: The study's findings indicated that there are significant relationships between the stewardship variables on financial supply (0.553), stewardship on health service delivery (0.270), the variable of financial resources on resource generation (0.270), the financial resources on health service delivery (0.248), resource generation on health service delivery (0.132), the variable of health service delivery on access (0.132) and the financial resources on protecting from financial risks (0.612) in the confidence level of 99% with the mentioned standard coefficients. Conclusion: Health system Performance evaluation model was approved with six factors. The model can provide an opportunity for the policymakers to improve the performance, As well as to maintain and improve the health of vulnerable groups through identifying strengths and weaknesses.
